| 产业转移是优化生产力空间布局、推动区域协调发展的重要举措,对实现环境污染治理和“双碳”目标具有重要意义。基于2004—2023年中国287个城市的面板数据,以“国家级承接产业转移示范区”(以下简称“示范区”)建设为准自然实验,构建渐进双重差分模型考察产业转移对承接地减污降碳的影响效应、内在机制及异质性表现。研究发现:①产业转移显著促进了承接地减污降碳,该结论在经过一系列稳健性检验后依然成立;②产业转移主要通过技术效应、结构效应和规模效应促进承接地减污降碳;③异质性分析表明,产业转移对非环保重点城市、低水平数字化转型城市及资源型城市的减污降碳效应更加明显。本研究不仅深化了对产业转移环境效应的理解,也为构建因地施策的减污降碳协同治理策略提供了可靠依据。 |

| Industrial transfer serves as an important policy instrument for optimizing the spatial allocation of productivity and promoting regional coordinated development, and is of great significance for advancing environmental pollution control and achieving China’s “dual carbon” goals. Using panel data from 287 Chinese cities spanning 2004 to 2023, this study treats the establishment of the “National Demonstration Zones for Undertaking Industrial Transfer” as a quasi-natural experiment and employs a staggered difference-in-differences (DID) model to examine the impact of industrial transfer on pollution and carbon reduction in receiving regions, as well as its underlying mechanisms and heterogeneous manifestations. The results show that: ① Industrial transfer significantly promotes pollution and carbon reduction in receiving regions, and this finding remains robust after a series of robustness checks;② Industrial transfer mainly facilitates pollution and carbon reduction in receiving regions through technological effects, structural effects, and scale effects;③ Heterogeneity analysis indicates that the pollution and carbon reduction effects of industrial transfer are more pronounced in non-environmentally key cities, cities with low-level digital transformation, and resource-based cities. This study not only deepens the understanding of the environmental effects of industrial transfer, but also provides a solid basis for formulating region-specific synergistic governance strategies for pollution and carbon reduction. |
