      针对我国农村生活污水处理设施“重建轻管、评建脱节”的困境,本文以社会—技术系统理论为分析视角,并将其操作化,揭示出当前困境根源在于技术、管理与社会三个子系统间的相互割裂与协同失效。为此,本文构建了一套融合层次分析法、德尔菲法与评分量表法的综合评价体系。该体系重构6个评价维度,将10项核心指标功能化为“子系统状态指标”与“子系统交互指标”两类,通过分析两类指标的组合关系,诊断技术—管理—社会系统间的具体协同失效类型。跨省实证研究表明,该体系能精准诊断设施薄弱环节并揭示三大系统间的矛盾,为差异化整改提供依据。
英文摘要:
      Addressing the prevalent dilemma of “emphasizing construction over management and disjunction between evaluation and operation” in China’s rural sewage treatment facilities, this study adopts the Socio-Technical Systems theory as its analytical perspective and operationalizes it to reveal that the root of this predicament lies in the disconnections and coordination failures among the three subsystems of technology, management, and society. To this end, a comprehensive evaluation framework was developed by integrating the Analytic Hierarchy Process, Delphi method, and a rating scale approach. This framework restructures six evaluation dimensions and functionalizes ten core indicators into two categorizes: “subsystem status indicators” and “subsystem interaction indicators”. By analyzing the combinatorial relationships between these two types of indicators, the framework can diagnose specific types of coordination failures within the “technology-management-society” system. Cross-provincial empirical studies show that the framework can accurately diagnose the weak links of facilities and reveal the contradictions among the three major systems, providing a basis for differentiated rectification.
