| 节能环保产业高质量发展是经济社会发展全面绿色转型的关键支撑。当前相关研究对城市节能环保产业的高质量发展瓶颈认识不足。本文首先融合了产业生态系统理论和新发展理念,创新性地构建了包含基础表现、核心动力和系统结构三个维度,以及保障力、惠及力、驱动力、拓展力、内聚力和引领力六项核心能力在内的节能环保产业高质量发展“三维六力”评价分析模型。其次,进一步应用该模型对中部典型城市——许昌市开展深度案例研究,并与其他区域的多个典型城市案例进行比较,研究揭示了我国城市节能环保产业普遍存在动能耦合失灵、组织形态松散与本体效能滞后三大结构性瓶颈。最后,本文有针对性地提出了构建需求牵引的创新生态、培育链主与深化集群治理、健全产业绿色本底约束与激励机制的政策建议。 |

| The high-quality development of the energy conservation and environmental protection industry is crucial for China’s comprehensive green transformation of economic and social development. Current research lacks sufficient understanding of the bottlenecks hindering the high-quality development of urban energy-saving and environmental protection industries. This study integrates the theory of industrial ecosystems with the new development philosophy to innovatively construct a “Three Dimensions and Six Capabilities” evaluation and analysis model for high-quality development of the energy-saving and environmental protection industry. The model comprises three dimensions (foundational performance, core drivers, and system structure) and six core capabilities (guarantee power, benefiting power, driving power, expansion power, cohesion power, and leading power). The model is applied to Xuchang City, a representative emerging industrial cluster, using micro-level survey data from 39 enterprises. The results show that while Xuchang has made progress in innovation input and spatial agglomeration, its industry faces multiple structural constraints: most firms are small-scale with weak profitability, innovation activities are inadequately linked to market expansion, industrial chain coordination remains loose, and the industry’s own green production performance is uneven. A comparative analysis with cities such as Beijing, Shanghai, Qinhuangdao, Dezhou, and Changsha further reveals three common structural bottlenecks: ① decoupling between innovation drive and market expansion,② fragmented industrial organization and weak cluster synergy, and ③ lagging green transformation within the industry itself. Finally, the paper proposes targeted policy recommendations, including building an innovation ecosystem driven by market demand, cultivating “chain-leading” enterprises to enhance industrial cohesion, deepening cluster governance, and improving tailored financial and governance support systems to strengthen the industry’s foundational resilience and green leadership. |
