| 当前，区域环境治理已进入多元行动主体之间广泛而深度合作的时代，网络特征越发明显。本文以京津冀区域为研究对象，运用网络治理、协同治理等相关理论，从府际关系网络、跨区域治理组织、合作协议体系、多主体协同效应、机制创新等方面总结网络视角下环境协同治理现状及成效；结合存在问题，从治理模式转型、跨区域统筹能力、跨界协调机制市场化治理工具、政府网络管理能力五个方面提出对策建议，为京津冀区域环境治理体系和治理能力现代化提供科学依据。 |

| At present, regional environmental governance has entered the era of extensive and deep cooperation between multiple actors, and the network features are more and more obvious. Taking the Beijing-Tianjin-Hebei region as the research object, this paper uses relevant theories of network governance and collaborative governance to reveal the formation and internal logic of regional environmental collaborative governance network. From the inter-government relationship network, trans-regional governance organization, cooperation agreement system, multi-agent synergy, mechanism innovation and other aspects, the current situation and effectiveness of environmental collaborative governance from the perspective of network are summarized. In view of the existing problems, countermeasures and suggestions are proposed from five aspects, governance model transformation, cross-regional coordination capabilities, cross-border coordination mechanisms, market-oriented governance tools and government network management capabilities, so as to provide scientific basis for the modernization of environmental governance system and governance capacity in the Beijing-Tianjin-Hebei region. |
