| 基于我国“双碳”战略目标和绿色低碳转型发展，本文介绍了碳普惠制的定义、内涵及其与碳排放权交易制度的区别，对国内外碳普惠制的探索、实践进行梳理，通过对相关碳普惠平台的分析研究，提出碳普惠平台建设的业务框架设计，对生活服务业场景接入碳普惠平台进行分析和讨论。针对当前我国碳普惠发展存在的问题，提出相关政策建议，为国内碳普惠相关研究和应用提供参考。 |

| Based on the current “carbon peak and carbon neutralization” strategic goal and green low-carbon transformation development, this paper introduced the definition and connotation of carbon inclusive, summarized the difference between carbon inclusive and carbon emissions trading system, and made a review of its practical exploration at home and abroad. Through the analysis and research of relevant carbon inclusive platform, the business framework design of carbon inclusive platform construction was proposed. According to the existing domestic carbon inclusive platform, the paper analyzed the scenario access of subsequent life services. In view of the current problems in China’s carbon inclusive development, the paper put forward targeted policy suggestions for the construction of the platform to provide reference for domestic research and implementation on carbon inclusive. |
