| 在我国生态文明建设大背景下，土壤环境污染问题正受到广泛关注。如何通过规划手段加强土壤污染防控和管治，已成为学术界和管理部门的共同关注点。本文结合《土壤污染防治行动计划》和《土壤污染防治法》，对新时代土壤环境规划的基本概念和编制框架进行了探索，通过对土壤环境规划思路、基本内容、编制步骤等问题的讨论，为新时代土壤环境规划的深入开展提出建议，包括：加快健全土壤环境规划的规范和标准，为规划提供技术支撑；加强土壤环境规划的作用和地位，促进土壤环境规划与水、大气环境规划的融合；进一步完善土壤环境法律法规，构建土壤环境规划保障体系等。 |

| The severe soil pollution in China becomes a critical environmental problem under the background of ecological civilization construction. In order to strengthen the prevention of soil pollution and develop a sustainable and healthy soil ecosystem, this study explored the basic concepts and framework of soil environmental planning based on "Soil Pollution Prevention and Control Action Plan" and newly issued "Soil Pollution Prevention and Control Law". The relevant concepts and main contents of soil environmental planning, the framework and process of planning were also discussed. Finally, some suggestions were proposed for soil environmental planning in the new era of China, which included completing the standards of soil environmental planning, reinforcing the application of technical research, insisting the multiple-planning integration with soil, water and atmospheric environmental planning, strengthening the role and status of soil environmental planning, accelerating the development of soil environmental law system and the supporting system for planning implementation. |
