| 推进农村生活污水治理是落实党的十九大精神、改善农村人居环境、打好农业农村污染防治攻坚战的重要任务。本文经深入研究日本《净化槽法》及配套法规政策的制定过程和实施效果，提出健全治理管理制度和技术标准体系、强化城市反哺农村促进机制、完善政府主导—市场运作—农民参与保障机制等对策建议，为我国现阶段规范和推动农村污水治理工作提供有益借鉴。 |

| To implement the spirit of the Nineteenth National Congress of the Party, improve the rural dwelling environment, and curb agricultural and rural pollution, promoting the rural domestic sewage treatment is of great importance. The promulgation and effect of Japan's Purifcation Tank Law, as well as its supporting laws and policies were studied thoroughly in this paper. Suggestions were put forward:improving the management system and technical standard system, strengthening the promotion mechanism of urban supporting rural, perfecting the management mechanism of government leading, market operation and peasants participation, which might provide reference to regulate and promote rural sewage treatment in China. |
